As education administration becomes increasingly reliant on data for various aspects of education, such as planning, student evaluation, policy making and implementation, ethical considerations surrounding data collection, interpretation, and use have become critical. Data has become critical because it helps educational administrators to provide evidence for their decisions in improving teaching and learning, allocate resources, monitor performance and meet accountability demands. Educational administrators use data to set goals, identify problems, evaluate options, and choose action. However, when data enhances objectivity, it can also lead to ethical dilemmas when used without integrity and accountability. Ethical failures in data-driven decision-making can erode trust, hinder organizational effectiveness, and negatively impact student learning outcomes. This paper aims to examine how ethical educational administrators uphold integrity and accountability in data-driven decision-making and foster transparency and trust among stakeholders. Using a conceptual literature review, this paper proposes four central themes: (1) ethical leadership principles of integrity and accountability in data-driven decision-making, (2) the importance of ethically data-driven decision-making, (3) challenges in practicing ethical data-driven governance, and (4) strategies to strengthen ethical data-driven governance. The authors also believe that by integrating ethical values into the data-driven decision-making process, educational administrators can promote fairness, transparency, and accountability, ensuring equitable decisions in order to respond to the rapid demands of today’s educational system. This review offers critical insights for educational administrators on how to strengthen institutional integrity and accountability through ethical practice.
